How Luxembourg notary fees work in 2026

When you buy a property in Luxembourg, the price you agree with the seller is just the starting point. On top of that, you pay registration tax, transcription tax, and a notary fee with VAT. Together these are called frais de notaire (notary fees) — though only a small part of them actually goes to the notary.

The Bëllegen Akt — €40,000 credit per buyer

The Bëllegen Akt (Luxembourgish for "cheap deed") is a tax credit that reduces what you pay in registration and transcription tax. Originally created in 2002 to help first-time buyers, it has been steadily expanded, and on July 1, 2025 the Luxembourg government made it permanent at €40,000 per buyer for any owner-occupied purchase.

Couple buying together? Each of you applies €40,000 of credit, for a combined €80,000 maximum. This is one of the most generous property tax credits in the EU — but only for buyers who will actually live in the property as their main residence.

Does the Bëllegen Akt apply to investors?

No. The Bëllegen Akt only applies to owner-occupied property. Investors and buy-to-let purchases pay full registration and transcription fees with no credit.

Can both partners claim Bëllegen Akt on the same property?

Yes. If two buyers purchase a property jointly as co-owners, each one can apply €40,000 of credit, for a combined €80,000 maximum — provided each person actually intends to live in the property as their principal residence.

What happens if I sell within 2 years?
